José is a mining engineer with more than 17 years experience in both Petroleum and Mining sector. For over 10 years, he has been holding senior technical position working with the Government of Timor-Leste managing petroleum activities in the Timor-Leste exclusive areas under the secretariat of state for natural resources and in the area previously shared by Timor-Leste and Australia, under the Timor Sea Treaty arrangement with the Autoridade Nacional do Petróleo e Minerais (ANPM).

During the last 7 years, José has been leading the development of Timor-Leste’s framework for mining and the management and supervision of the sector’s development. José is currently leading the first Timor-Leste mineral licensing round, aiming to promote opportunities and attract investment to explore the unexplored mineral potential of Timor-Leste. Under his leadership, Timor-Leste recorded significant increase in revenue collection from mining activities, improved mineral licensing process and expand mining activities portfolio in Timor-Leste.
